Tony is given an investigation by SECNAV, about the death of a Navy Captain, who was found with an incision in his arm. The investigation eventually leads to the death of an NCIS agent. Investigation leads to EJ, who was seen removing a chip from the arm of the dead special agent. In a meeting with EJ, three people are killed, Tony is knocked unconscious and Barrett goes missing. Thomas Hill, a marine, collapses at his homecoming party and dies. NCIS investigations point to his younger sister and uncle. Tony feels guilty for the bullying during his school days and he attempts to make amends. NCIS investigates the case of a Navy Lieutenant, Paul Booth, who is found dead with McGee’s business card. Booth’s killer is eventually revealed to be Max Ellswood, who was one of the researchers of ANAX. Apparently, Booth was killed when he threatened to reveal the program to the press. Jimmy Palmer struggles with his wedding plans.

When a hit man commonly known as the cooler is trying to escape from a new camera crew, he is hit by a car. An investigation reveals that the hit man was about to carry out a contract on a Navy Lieutenant, Geoffrey Brett. Brett refuses to have a protection detail. It is later discovered that the price on Brett’s head was put by a woman that he used to work with. Meanwhile, a US coast guard petty officer is killed while inspecting an incoming vessel. Investigations make Gibbs suspect that there is a political connection. It is discovered that Cooper was killed to enable the boat to dock at Norfolk, where a bomb aboard would be detonated. A Navy lieutenant case, which is being handled by NCIS turns changes from accidental death to murder.
