Inspector General Richard Parsons was keen on gathering evidences and witnesses against Gibbs from the last week which continued into this episode too. He was constantly indicating Gibbs that he was getting tired of watching him breaking the rules every time. It will seem as if Parsons himself is very committed towards laws but that is not so as indicated by Tony to Gibbs from the evidences they found against Parsons.

Meanwhile Parsons came to know that Gibbs has murdered a man named Pedro Hernandez, who has killed Gibbs’ wife and daughter. The only problem for Parsons was that the forensic report was missing. He quickly guessed it to be destroyed in order to cover up for Gibbs’ involvement and he was right indeed.
On the other hand, Gibbs seemed pretty cool with all this. As if he was sure that nothing will happen to him. As if he had a plan which will save him from court. And how could he be. It was sure that he had killed Hernandez. And with the continuity of story the pile of instructions Parsons was getting, it was getting Gibbs into more and more trouble and it would be quite surprising to know how the writers will land Gibbs on a safe zone again in a logical way that could be understood by the viewers.
Gibbs can be very irritating at times too due to his behavior. His nature of avoiding others to get into his problems was really frustrating. He refused to take the help of Tony’s evidences. He also asked Ziva to not worry about his problems.
Mean while another case pops up. A dead Marine’s severed head shows up on his wife’s doorstep and the investigation team had to leave Gibbs. It was later confirmed that this case has everything related to the Parson’s investigation, though it is still not clear how.
There are still many questions that are arising. Like the connection between the severed head, NCIS’s current problems and killing of Kazmi and Eli David, who sent the head and what was the message and many more.
Near the end we saw Morrow explaining a plan to Tony, Vance, Ziva and McGee about how to obtain a clean slate and they all agreed Gibbs would do the same for them if the situations would reverse.
And the best was saved for the last. In the end it took us to four months forward where Gibbs was seen in a darkened room working on something. He goes to the window and sets himself up with a sniper rifle and shoots Tobias Fornell.
If this episode of NCIS were to be summed up in a word, that would be loyalty.
